Statement: 

Strengthening HEPR in LMIC, must be more than a technical effort. We call on MS to evaluate these efforts based on the IHR and Pandemic Agreement. The financing of various activities mentioned raises serious concern. Is multiplication of surveillance initiatives a prudent financial choice? Do these initiatives provide us with a clear understanding of what mechanisms trigger when? What are the implications for national sovereignty and obligations of governments with respect to interacting with these initiatives? The overemphasis on biosurveillance overshadows ecological and social determinants of pandemic. HEPR must be integrated into agroecological, environmental, and PHC strategies. Lastly, digital epidemic intelligence must be inclusive. Open-source tools must not replace traditional surveillance systems and should not lead to cross border extraction of biological information and samples. Equity means meeting people where they are.
