78th WHA Individual Statements
We urge Member States to ensure the WHA Plan of Action on Climate Change and Health becomes a funded, inclusive, and measurable tool—especially in contexts facing climate shocks, protracted crises, and fragile health systems. As Médecins Sans Frontières, we see how climate risks intensify health emergencies, displace communities, and strain response capacity. The Plan must embed climate-health integration in national emergencies and adaptation frameworks, including National Adaptation Plans (NAPs), with targeted support for border zones and camps for displaced populations. It must also address critical but often overlooked priorities such as malnutrition, NTD and many other climate-sensitive diseases. These are not marginal issues; they are central to climate resilience. We call on Member States and WHO to operationalize the Plan with urgency, equity, and attention to the realities faced by those most at risk.
