Statement: 

Despite efforts to improve prevention and preparedness, health emergencies are not decreasing. In the current landscape of multilateral disinvestment and prioritization of resources, MSF reminds member states the absolute need to avoid repeating past mistakes. Weakening WHO ability to coordinate emergency preparedness and response contributed to the inadequate response to the West Africa Ebola Outbreak in 2015 such as critical delays, challenges in surveillance aspects and ability to alert, declare and respond. Today, whatever priorities are taken, emergency preparedness and response facilitation of the coordination must remain as a core function of WHO.

Having an efficient WHO on emergency prevention, preparedness and response comes as well with a responsibility to ensure all people receive assistance including marginalized populations, hard to reach or those living in non-government-controlled areas
