25.4 Engagement with non-State actors
Statement: 

Honourable Chair,

We acknowledge the critical importance of recognising Non-State Actors' (NSAs) contributions as invaluable and based on evidence-based recommendations. Their work, and efforts to enhance healthcare access and address health inequities have been invaluable, particularly in the context of current health challenges. It is imperative that the global community acknowledges the expertise and perspectives of NSAs, considering them as substantial assets in shaping effective and responsive healthcare policies.

Additionally, we commend the implementation of the Framework of Engagement with Non-State Actors (FENSA), in line with WHA 69.10, and the ongoing efforts to achieve full operationalisation across all organisational levels. Recognising the WHO's multisectoral action approach in realising the triple billion targets outlined in the General Programme of Work, we underscore the pivotal role of systematic meaningful engagement with Non-State-Actors on all three levels that goes beyond the global approach.

We emphasise the critical importance of prioritising sustainable capacity-building and awareness programmes. These initiatives, led by WHO Regional Offices, play a pivotal role in equipping the organisation's workforce with the necessary skills and knowledge to effectively engage with NSAs. This strategic approach safeguards the integrity of collaborative efforts while maximising the positive impact on public health in all countries. It not only fosters more meaningful collaborations with NSAs but also contributes to the overall improvement of global health outcomes.

Furthermore, we call the meaningful engagement of young people a key demographic of civil society; recognising their significance in creating an enabling, inclusive environment that harnesses the energy, creativity, and commitment of the youth, ultimately leading to more effective and responsive governance.

Lastly, we underscore the importance of ensuring transparency in the participation and engagement of NSAs and providing them with a platform for discussions. It is imperative to advocate for well-defined communication channels and timely access to information between Member States, NSAs and the WHO. This will actively contribute to constructing a foundation built on trust and accountability, fostering a collaborative environment conducive to advancing shared public health objectives.
