78th WHA Individual Statements

Agenda Item:
- Item 28.1 Progress reports Pillar 1: One billion more people benefiting from universal health coverage
Statement:

Honourable Chair, Distinguished Delegates,

I speak on behalf of the International Pharmaceutical Federation (FIP), representing over four million pharmacists, pharmaceutical scientists, and educators worldwide.

In times of crisis—whether conflict, natural disaster, or disease outbreak—pharmacists are essential health responders, maintaining medicines access, supporting vaccination, and safeguarding continuity of care. From Beirut to Türkiye, pharmacists have restored care within 72 hours of catastrophe. Yet many emergency frameworks still underutilise pharmacy.

As disasters increase in frequency and severity, we urge Member States to integrate pharmacists into national emergency, critical, and operative care strategies. This includes training, legal recognition, and inclusion in national coordination mechanisms. FIP stands ready to support Member States through toolkits, data, and global collaboration to ensure every emergency response includes pharmacy expertise.

Empowering pharmacists means health systems are more resilient—before, during, and after emergencies.

Think Resilience. Think Emergency Preparedness. Think Pharmacy.

Thank you.
