The International Federation of Medical Students Associations (IFMSA), representing 1.5 million medical students, welcomes the HEPR framework as a foundation for strengthening the global architecture for health emergencies.

The experience of the COVID-19 pandemic and ongoing humanitarian crises has revealed the fragility of our health systems and the need for more inclusive, coordinated, and sustainable emergency governance.

Medical students, as future health professionals and current members of our communities, can meaningfully contribute to emergency preparedness through public health education, community engagement, and early response mechanisms.

We therefore urge Member States and the international community to:
Integrate youth participation into HEPR governance.
Invest in early education on disaster preparedness.
Recognize students as meaningful stakeholders.
