Older people face the greatest burden from NCDs. It is therefore shocking that they continue to be left behind in funding, policy, services and data related to NCDs and health.
As countries prepare for the HLM, they must:
Recognise and respond to the disproportionate burden of NCDs on older people, championing an equity-based approach.
Integrate older people’s needs within primary care policies and financing, as part of efforts to reorientate systems to promote healthy ageing for all.
Replace the entirely unjustified discriminatory, explicit age cap in the Declaration’s use of the premature mortality target with an alternative validated target such as premature avertable mortality.
Mainstream NCDs within humanitarian responses, ensuring they address older people’s needs
Invest in the health and care workforce needed to deliver age-inclusive, integrated and person-centred care.
Engage older people in action on NCDs and health at all levels.
The right to health must be upheld across the life course.
