FDI World Dental Federation
78th WHA Individual Statements
FDI World Dental Federation is the leading voice of the dental profession and works with its members in over 130 countries to improve oral health worldwide.
The baseline report of the WHO Global Oral Health Action Plan, published in January 2025, cautions that only 23% of the global population is entitled to essential oral healthcare.
Through the Bangkok Declaration on Oral Health, countries reaffirmed that oral health is a fundamental component of the right to health. Now is the time to turn commitments into action.
We urge all Member States to:
• Prioritize oral health within national UHC benefit packages;
• Ensure adequate financing, workforce capacity, and service integration at the primary care level; and
• Include oral health in national health information systems and accountability frameworks.
Closing the coverage gap will save lives, protect livelihoods, and expedite progress towards Sustainable Development Goals.
