Créase el Sistema Nacional de Salud, en adelante SNS o “el Sistema”, que estará constituido por los diferentes actores que intervienen en la dinámica de la gestión de salud, cuya atribución o finalidad sea la gestión, regulación, provisión, atención e investigación de la salud o la formación de recursos humanos, para lograr la promoción, prevención, recuperacióny rehabilitación de la misma.
