The cause of people of determination (formerly known as people with special needs) has enjoyed a great deal of attention on an international level, with numerous agreements and conferences taking place to address issues of concern to them and put forward suitable solutions, understood as a fundamental component of human rights.
As of 2008, based on Law no. 12, the government established the Community Development Authority in Dubai. This was a key step towards the protection of Emirati citizens, raising awareness concerning their rights and duties towards the State and the community, making use of every available means to uphold the rights of people of determination within the Emirate of Dubai, whilst ensuring their welfare and proper integration within society.
The initiative launched by His Highness Sheikh Hamdan bin Mohammed nin Rashid Al Maktoum, the Crown Prince of Dubai and Chairman of the Executive Council, goes beyond the Emirati citizen to envision an inclusive society that does not differentiate between its individual members whatever their mental or cognitive capacities. This guide is one of the fruits of this excellent humanitarian initiative and constitutes a step towards the implementation of the Law Protecting the Rights of People with Determination within the Emirate of Dubai, with the CDA working tirelessly awareness and sparing no effort to provide a dignified and outstanding standard of living for people of determination within the Emirate of Dubai. We now present you this handbook to serve as a guide to the rights that have been established by the government for this group and the content of international agreements and legislation established by the Federal Law of the State in general, and the Government of Dubai in particular, to protect people of determination, and fully preserve their rights.
