,,A XXI. század egyik legpozitívabb eredménye a születéskor várható élettartam meghosszabbodása. A fejlett országokban ez az egyik legnagyobb társadalmi siker – és egyben a legnagyobb kihívás is. E kihívásra reagálva Magyarországon is szükséges az időspolitika kialakítása, az Idősügyi Nemzeti Stratégia (a továbbiakban: Stratégia) elkészítése, melynek hosszú távú célkitűzései – tekintettel arra, hogy igen sokrétű és átfogó változásokra van szükség – 2034-ig kerülnek megfogalmazásra. Ebben az anyagban a cselekvés iránya, az elérendő célállapot, valamint a célállapot eléréséhez szükséges fejlesztendő területek kerülnek meghatározásra. A 2034-re kitűzött célok eléréséhez szükséges rövidebb időintervallumban megfogalmazott cselekvési tervek kidolgozása is a későbbiekben. A célkitűzés megvalósításához rendelkezésre álló időkeretet célszerű két ütemtervre bontani, ahol az I. ütemterv 2010–2022-ig, a II. ütemterv pedig 2023–2034-ig tervezhető úgy, hogy több, párhuzamosan folyó cselekvési tervvel valósuljon meg a szükséges fejlesztés. "
