Aquesta Llei té com a objecte ordenar i estructurar el sistema de serveis socials i sociosanitaris per garantir, en els termes que s’hi preveuen, el dret d’accés a les prestacions, els programes, els protocols i les accions que constitueixen un dels pilars de la protecció social andorrana. En aquest sentit, regula els drets i els deures dels beneficiaris; estableix el marc de funcionament i la intervenció dels agents públics i privats; concreta la Cartera de serveis socials i sociosanitaris, i defineix els criteris per coordinar les actuacions i optimitzar els recursos.

This Law is intended to give structure to social services and healthcare services. It guarantees the terms and rights of access to benefits, programs, protocols and actions that constitute the pillars of Andorran social protection system. In this sense, regulates the rights and duties of the beneficiaries; sets the framework of operation and intervention of public and private agents; establishes the portfolio of social and healthcare services, and defines the criteria for coordinating the actions and optimization of resources.
