Description

The National Plan of Action for Children ‘at- risk’ addresses the rights of vulnerable children to achieve their full potential free from abuse, exploitation and violence. More than half the population of Afghanistan is under the age of nineteen. A large proportion of this group can be considered to be vulnerable and ‘at- risk’ of failing to reach their full potential. Specific groups of children have been identified as being at particular risk. They are:
• Children with disabilities (mental and physical)
• Street Children, working and street working children
• Children in conflict with the law
• Kidnapped children
• Trafficked children
• Child Soldiers and other war-affected children
• Children deprived of parental care
• Girls forced into marriage or early marriage
• Internally-displaced and Returnee children
• Children from ethnic minority groups
• Children using drugs, and/or selling drugs
• Children experiencing abuse (sexual, physical, emotional, neglect)
