The National Plan of Action for Children ‘at- risk’ addresses the rights of vulnerable children to achieve their full potential free from abuse, exploitation and violence. More than half the population of Afghanistan is under the age of nineteen. A large proportion of this group can be considered to be vulnerable and ‘at- risk’ of failing to reach their full potential.
