Description

The launching of “The Inter-ministerial Substance Use Response Strategy for Lebanon 2016-
2021” is a natural response to an urgent need in light of the rapidly increasing prevalence of
substance use disorders. This increase required the concerted efforts of all ministries, official
institutions and civil society working in this field to prepare this document which will lead to
shared responsibility and coordinated action between the involved ministries and all relevant
stakeholders through its identification of complementary roles as stated in its content.

This Strategy will constitute the foundation of the substance use response in Lebanon in its
multiple forms as it provides a participatory framework for the implementation of strategic
interventions, including the provision of services and the improvement of the quality and
effectiveness of operations. The Strategy will form a reference and roadmap for all actors
working in this field as it contains specific evidence-based objectives, a clear frame and plan
of action and accountability mechanisms that aim to improve the quality of services, all
under the umbrella of international guidelines and human rights principles.

This strategy assigns a key role to the Ministry of Social Affairs in strategy in prevention,
early detection, management and referral of cases within social development centres of
the Ministry, in addition to rehabilitation and social re-integration at the level of the nongovernmental organizations contracted by the Ministry.
