Decree No. 72 Issued on September 9, 1983
For the care, treatment and protection of mentally ill patients

The purpose of this law is to ensure that statutory provisions exists that guarantees the rights of the mentally ill patients in care, treatment treatment and rehabilitation and that their rights are protected.
