تنشأ مؤسسة مستقلة تسمى "المؤسسة الوطنية لحقوق الإنسان" تتولى تعزيز وتنمية وحماية حقوق الإنسان، وترسيخ قيمها، ونشر الوعي بها، والإسهام في ضمان ممارستها، ويكون مقرها مدينة المنامة.This law aims to establish an independent institution called "national human rights institution".
