بشمل هذا القانون على مواد لحماية حقوق الطفل الليبي و ضمان حقه في الرعاية و الصحة و التعليم يقصد بالطفل في تطبيق أحكام هذا القانون الصغير الذي لم تبلغ سنه السادسة عشرة ويشمل ذلك الجنين في بطن أمه.
