نص قانون رئاسة اقليم كردستان العراق

يكون لاقليم كردستان- العراق رئيس يسمى( رئيس اقليم كردستان) وهو الرئيس الاعلى للسلطة التنفيذية في الاقليم .

بما أن لكل نظام سياسي رئيس يجسد وحدة الشعب والوطن ويتحدث بأسمه في المحافل السياسية والدولية ويرعى مصالح المواطنين باعتباره رئيساً أعلى للسلطة التنفيذية ويعتبر دعامة أساسية لاستقرار الوضع السياسي وتقدم المجتمع، وحيث أن الظروف الداخلية السابقة لم تكن مهيأة ومواتية لاستكمال عملية انتخاب قائد الحركة التحررية الكوردية بموجب القانون رقم(2)لسنة 1992 والذي كان بديلاً لمنصب رئيس الاقليم في حينه مما أستوجب إصدار القانون رقم(10)لسنة 1997لاحقاً وتوزيع صلاحياته بين رئيس المجلس الوطني لكوردستان- العراق ورئيس مجلس وزراء الاقليم، ونظراً للتطورات السياسية الكبيرة التي طرأت على أوضاع العراق بعد سقوط نظام الطاغية صدام حسين وإقرار الفيدرالية كنظام سياسي في قانون إدارة الدولة العراقية للمرحلة الانتقالية ونجاح الانتخابات العامة في العراق في تشكيل اول جمعية وطنية عراقية منتخبة ومشاركة الكورد في السلطات الاتحادية بما فيها رئاسة الجمهورية، وبما أن المرحلة القادمة تتطلب توحيد الموقف والجهد لتحقيق طموحات. شعب كوردستان- العراق في الحرية والديمقراطية والفيدرالية مما اقتضى تشريع هذا القانون.
