يهدف هذا القانون إلى الآتي :
1- توفير أفضل الخدمات وتطويرها بما تتيحه الموراد من الرعاية الصحية النفسية والمعالجة والتأهيل .
2- تحديد حقوق وواجبات المريض ومدى حاجته للرعاية الصحة النفسية ومسؤولية مقدمي الرعاية الصحية النفسية .
3- توفير الرعاية الصحية النفسية إلىالمرضي نفسيا :
. ًأ) الموجودين دخل مرافق الصحة النفسية
ب) المرضى غير المؤهلين للمثول أمام المحاكم أو إدراك أفعالهم الإجرامية .
ج) السجناء المصابين بعلة نفسية .
4- توفير الحماية للممارسين لهذه المهنة وتقييم أسلوب المتعاملين مع الأشخاص المصابين بعلة نفسية

This law is aimed at the following:
1. provide the best service and development by providing resources of mental health care, treatment and rehabilitation.
2. Identification of the rights and duties of the patient and the extent of his need for mental health care and the responsibility of mental health care providers.
3. The provision of mental health care to mental health patients: -
(A) present in mental health facilities
(B) patients who are not eligible to appear before the courts or the responsibility for their criminal actions.
(C) prisoners with mental illness.
 4. Provide protection for practitioners of this profession and assessment of dealers style with persons with mental illness
