تنطوي الإستراتيجية الوطنية للإعاقة على الأهداف الآتية:
تغيير وجهة نظر المجتمع تجاه الأشخاص ذوي الإعاقة من خلال رفع مستوى الوعي حول حقوقهم وإمكاناتهم. إعادة النظر في التشريعات الوطنية بما يتواءم مع المواثيق والصكوك الدولية وعلى وجه الخصوص اتفاقية حقوق الأشخاص ذوي الإعاقة. إبراز مختلف احتياجات الأشخاص ذوي الإعاقة وتبنى النهج القائم على أساس الحقوق المشروعة للأشخاص ذوي الإعاقة وتحديد العوائق التي تحول دون مشاركة الأشخاص ذوي الإعاقة المشاركة الكاملة و تحد من عملية اندماجهم النهائي في المجتمع إدماج القضايا المتعلقة بالأشخاص ذوي الإعاقة في السياسات والخطط والإستراتيجيات والبرامج العامة، ونظم تقديم خدمات الرعاية والتأهيل والسياسات الحكومية. بناء القدرات المؤسسية للمنظمات الحكومية وغير الحكومية العاملة في مجالات حماية ورعاية وتأهيل ودمج الأشخاص ذوي الإعاقة في المجتمع اليمني والتأكيد على الدور الحاسم الذي لابد أن يضطلع به ذوي الإعاقة ومنظماتهم في تحقيق أهداف هذه الإستراتيجية. تطوير قاعدة وطنية للمعرفة وفتح آفاق الحوار ما بين الشركاء الاجتماعيين وأصحاب المصلحة الرئيسيين.

The National Disability Strategy includes the following objectives:
-Changing the point of view of society towards people with disabilities by raising the level of awareness about their rights.
-Revision of the national legislation in line with international conventions, in particular the Convention on the Rights of Persons with Disabilities.
-Highlighting the various needs of persons with disabilities
-utilise an approach on the base of the rights of persons with disabilities and to identify the barriers to the participation and integration of persons with disabilities to participate fully in the society
-include integration of disabled people into society in the policies, strategies, public programmes, care and rehabilitation services
-Institutional capacity building of government and non-governmental organizations working in the areas of building protection and care, rehabilitation and integration of persons with disabilities in Yemeni society and the emphasis on the crucial role that must be played by persons with disabilities and their organizations in achieving the objectives of this strategy. Development of a national knowledge base and open up dialogue between the social partners and key stakeholders.
