تشھد المملكة العربیة السعودیة تطوراً تنمویاً في شتى مجالات الحیاة الاجتماعیة والاقتصادیة والثقافیة. ویمثل الشباب عاملاً مھماً في ھذا التطور، فھم الجیل المتعلم المتمتع بوتیرة عالیة في معدلات الالتحاق بالتعلیم، وانخفاض معدلات الأمیة، ومن ثم فھم أكثر القوى المؤثرة في سوق العمل، وأكثر فئات المجتمع رغبة في التجدید واستیعاب المتغیرات، وأكثرھا قدرة على التفاعل والاستجابة لمخرجات عملیة التطور والتقدم العلمي والتقني. بید أن ھذه الطاقة تبقى كامنة، ما لم ینجح المجتمع في إیجاد البیئة المساعدة للاستفادة منھا من خلال السیاسات والبرامج المناسبة. ومن ھنا، فقد أدركت حكومة خادم الحرمین الشریفین ممثلة في وزارة الاقتصاد والتخطیط أھمیة التخطیط لإستراتیجیة وطنیة للشباب، تؤسس لنظرة شمولیة متكاملة لتفعیل القدرات الكامنة لدى الشباب، وتسھم في رسم الأھداف والسیاسات والإجراءات التي تحقق طموحاتھم وآمالھم حتى یكونوا منتجین وفاعلین في منظومة التنمیة المباركة في المملكة. وسیتم تطویر الإستراتیجیة خلال عام (١٤٣٢-١٤٣١ھـ الموافق ٢٠١٠- ٢٠١١م) لتبدأ بعدھا عملیة المصادقة علیھا، وبدء التنفیذ وتطبیق الإستراتیجیة بإذن االله. یتضمن ھذا الفصل عرضا مفصلا لأھداف الإستراتیجیة، ومنطلقاتھا، ورؤیتھا، ومحاورھا، ومراحل تطویرھا.

Saudi Arabia is witnessing development in various areas of social, economic and cultural life. The youth represents an important factor in this development with increased pace of school enrollment rates, and low rates of illiteracy, and therefore it is important to realise that they they are the youth are the most influential force in the labor market. The youth represent the portion of the society who desire innovation and easily accommodate to change. However, they remain latent energy, the community did not succeed in finding the environment of which help to take utilise their energy and creativity through appropriate policies and programs.

That is why the Ministry of Economy and Planning stressed on the importance of planning and generating a national strategy for youth. Through this plan, the ministry can establish a holistic view integrated to activate the potential of the young people, and contribute in the formulation of objectives, policies and procedures that achieve ambitions and dreams. The strategy will be developed during the year ( 2010-2011).
