أمر ملكي رقم أ/٩١ بتاريخ ٢٧ / ٨ / ١٤١٢ هـيتضمن ما يلي: إنشاء مجلس الشورى، وبيان عدد أعضائه وكيفية تعيينهم وإعفائهم، وبيان واجباتهم ومسئولياتهم، أداء القسم، مقر المجلس، مدته، الخطاب الملكي السنوي، المسائل التي يبدي المجلس فيها الرأي، الاجتماعات وإصدار القرارات، اللجان، الهيئة العامة، رفع التقرير السنوي، الشئون الإدارية، والمالية للمجلس.
