أمر ملكي رقم أ/١٣٥ بتاريخ ٢٦ / ٩ / ١٤٢٧ هـيتضمن النظام الآتي: تكوين هيئة تسمى هيئة البيعة بموجب أمر ملكي – مهام الهيئة – مقرها – قسم رئيس وأعضاء الهيئة قبل أن يباشروا أعمالهم – رئاسة إدارة إجتماعات الهيئة ومناقشاتها والتصويت على قراراتها.
