This document proposes a strategy to reduce poverty in Guatemala. The strategy has been formulated by the Government of the Republic to improve the living conditions of the poorest Guatemalan people, and begin to solve the most serious problem facing society. The strategy contains the recognition of this grave reality and represents a fundamental change in government policies to address a significant increase in the proportion of public spending toward the poor and toward rural areas. In contrast to the highly indebted poor countries, the strategy has not been motivated by a promise of debt forgiveness, but by the commitment of the Government of the Republic to improve social conditions.
