تسيطر على القطاع الصحي في لبنان جملة من المفاهيم الخاطئة التي تحجب الرؤية عن المشاكل الحقيقية التي تستوجب المعالجة. وبينما يلاقي هذا القطاع انتقادات متعددة من الإعلام والمواطنين، حاز النظام الصحي في لبنان على تنويهات عديدة في عدة ميادين ومن مرجعيات عالمية، آخرها ما نشر في التقرير العالمي للصحة للعام 2010 الصادر عن منظمة الصحة العالمية. ان القضايا الإصلاحية في القطاع الصحي هي مطروحة منذ زمن ولقد وضعت الإستراتيجيات لمعالجتها، ومنها ما قد نجح! اما المشاكل التي مازالت عالقة فلا يمكن التصدي لها دون البناء على الانجازات التي تحققت. وبالتالي لا بد من إعادة النظر بالمفاهيم الخاطئة ومراجعة المقاربات السابقة للقضايا الإصلاحية بهدف الإستفادة من نقاط القوة في النظام الصحي وهي عديدة. هذا ما تهدف اليه هذه الورقة التي تقدم ايضاً تحليلاً للوضع الراهن وتعرض التحديات التي ما زالت تواجه القطاع الصحي لتخلص إلى اقتراح توجيهات استراتيجية وطنية للنظام الصحي.

A number of misconceptions control the healthcare system in Lebanon that obscured the vision from the real problems that require solutions. While this sector is under criticism by the media and citizens , the health system won in Lebanon on several prizes in various fields and global references; most recently it was published in the World Health Report for 2010 issued by the World Health Organization. The reform issues in the health sector are on the table for some time and have developed strategies to address them , some of which have succeeded! The problems that are still outstanding can not be addressed without building on the achievements that have been made previously . And therefore it is necessary to re-examine misconceptions and review of previous approaches to the issues of reform in order to take advantage of the strengths of the health system which are numerous . That is what this paper aims to him , which also provide an analysis of the current situation presents challenges that still face the health sector for the proposal to get rid of a national strategy for the health system guidance .
