الأشخاص المعوقين في لبنان يزيد عددهم عن 150 ألفاً ومع ذلك تقع حقوقهم في أدنى ســلم الأولويات الإجتامعية، تحجبها المســتجدات والســجالات السياســية الانية، فلا تندرج ضمن إطار خطط استراتيجية كذلك، فإن الإصالحات الأجتماعية المقترحة من وزارة الشؤون الإجتماعية، على اجتماعية شــاملة وفاعلة أهميتها، عرضة للتغيري أو الإهامل تبعاً لتغيري الوزير المختص وهي لا تندرج ضمن سياســة اجتامعية ثابتة وشــاملة للــوزارة، فضلا عن ضعف الموارد الماليــة للوزارة على اعتبار أن القضايــا الإجتامعية لا تلقى حيزاً ملحوظاً يف الموازنة العامة.

The number of people with disabilities in Lebanon exceed 150 thousand. However their provisions and rights are at the lowest ladder of Social priorities, overshadowed by developments and political debates. The rights of people with disabilities do not fall within the framework of strategic plans proposed by the Ministry of Social Affairs nor does a comprehensive and effective social policy is proposed by the ministry. This can be attributed to the scarce financial resources of the Ministry and that social issues do not receive a significant attention in the general budget
