Este Decreto-Lei aprova o Estatuto do Serviço Nacional de Saúde e cria as unidades integradas de cuidados de saúde (as unidades de saúde), as regiões de saúde dirigidas por administrações com competências e atribuições reforçadas, e os órgãos consultivos de âmbito nacional, regional e concelhio.
