Decree N° 29608 modifica y complementa Decree N° 27477 (la protección, incorporación, ascenso y estabilidad laboral de personas con discapacidad) incluyendo los artículos 4 (obligación de contratación preferente), 5 (inamovilidad), 7 (inserción laboral), 10 (promoción de unidades productivas), y 11 (prioridad en compras estatales). Establece asimismo que el Ministerio de Trabajo promoverá la creación de incentivos de diversa índole para las empresas, asociaciones y grupos de auto-ayuda productivos, conformados por personas con discapacidad.
