O plano promove equidade na distribuição dos Recursos Humanos de Saúde (RHS) e acesso aos serviços de saúde, levando em consideração a evolução de factores globais, de ordem socio-demográfica, económica e epidemiológica. Os objectivos específicos do plano são:
