O objectivo geral do pacto nacional é promover um espaço de diálogo político em saúde para o estabelecimento de um quadro único e negociado entre o Governo e os Parceiros nacionais e internacionais que intervêm no sector da saúde com vista à mobilização de recursos e ao alinhamento das intervenções com as prioridades definidas no Plano Nacional de Desenvolvimento Sanitário 2012-2016.
