Este documento institui a Política Nacional de Atenção Hospitalar (PNHOSP) no âmbito do Sistema Único de Saúde (SUS), estabelecendo- se as diretrizes para a organização do componente hospitalar da Rede de Atenção à Saúde (RAS).

São diretrizes da PNHOSP:
I - garantia de universalidade de acesso, equidade e integralidade na atenção hospitalar;
II - regionalização da atenção hospitalar, com abrangência territorial e populacional, em consonância com as pactuações regionais;
III - continuidade do cuidado por meio da articulação do hospital com os demais pontos de atenção da RAS;
IV - modelo de atenção centrado no cuidado ao usuário, de forma multiprofissional e interdisciplinar;
V - acesso regulado de acordo com o estabelecido na Política Nacional de Regulação do SUS;
VI - atenção humanizada em consonância com a Política Nacional de Humanização;
VII - gestão de tecnologia em saúde de acordo com a Política Nacional de Incorporação de Tecnologias do SUS;
VIII - garantia da qualidade da atenção hospitalar e segurança do paciente;
IX - garantia da efetividade dos serviços, com racionalização da utilização dos recursos, respeitando as especificidades regionais;
X - financiamento tripartite pactuado entre as três esferas de gestão;
XI - garantia da atenção à saúde indígena, organizada de acordo com as necessidades regionais, respeitando-se as especificidades socioculturais e direitos estabelecidos na legislação;
XII - transparência e eficiência na aplicação de recursos;
XIII - participação e controle social no processo de planejamento e avaliação; e
XIV - monitoramento e avaliação.


This document establishes the National Hospital Care Policy (PNHOSP) under the Unified Health System (SUS), establishing the guidelines for the organization of the hospital component of the Health Care Network (SAN).

Guidelines of PNHOSP include:
I - ensuring universal access, equity and integrity in hospital care;
II - regionalization of hospital care, with territorial and population coverage in line with regional pacts;
III - continuity of care through the hospital and joint with other points of attention of the RAS;
IV - model of care centered around the user;
V - regulated access in accordance with the provisions of National Policy of the regulation of SUS;
VI - humanized care in line with the National Policy of Humanization;
VII - health technology management agreement with the National SUS Technology Incorporation Policy;
VIII - ensuring the quality of hospital care and patient safety;
IX - ensuring the effectiveness of services, rationalizing the use of resources, respecting regional specificities;
X - tripartite funding agreed between the three levels of management;
XI - ensuring indigenous health care, organized according to regional needs, respecting the specificities and socio-cultural rights established in the legislation;
XII - transparency and efficiency in use of resources;
XIII - social participation and control in the planning and evaluation process; and
XIV - monitoring and evaluation.
