Det overordnede målet med handlingsplanen er å redusere omfanget av selvmord og selvskading i befolkningen. Målet skal nås gjennom følgende fem resultatmål: God psykisk helse og mestring i befolkningen, redusert forekomst av selvmord og selvskading i risikogrupper, god oppfølging og ivaretakelse av etterlatte, pårørende og andre berørte, et kunnskapsbasert tjenesteapparat og kunnskapsbaserte strategier og tiltak.

Gjennomføring av planens ulike tiltak forutsetter at det avsettes midler i de årlige budsjettene. Planen kan utvides med nye tiltak i planperioden, i tråd med føringer i statsbudsjettet og Helse- og omsorgsdepartementets årlige tildelingsbrev til Helsedirektoratet.

The overarching goal of the strategy is to reduce the extent of suicide and self-harm in the population. The goal will be reached through the following five targets: Good mental health and coping in the population, reduced incidence of suicide and self-harm at-risk groups, good supervision and safeguarding of survivors, relatives and others concerned, knowledge-based services and knowledge-based strategies and interventions.

Implementation of the plan's various measures presupposes the deposited funds in the annual budgets. The plan can be extended with new initiatives in the plan period, in line with guidelines in the state budget and the Ministry of Health and Care annual award letter to the Directorate of Health.
