Menimbang:
a. bahwa dalam sejarah perjuangan bangsa Indonesia sejak perintisan pergerakan kebangsaan Indonesia, pemuda berperan aktif sebagai ujung tombak dalam mengantarkan bangsa dan negara Indonesia yang merdeka, bersatu, dan berdaulat;
b. bahwa dalam pembaruan dan pembangunan bangsa, pemuda mempunyai fungsi dan peran yang sangat strategis sehingga perlu dikembangkan potensi dan perannya melalui penyadaran, pemberdayaan, dan pengembangan sebagai bagian dari pembangunan nasional;
c. bahwa untuk mewujudkan tujuan pembangunan nasional, diperlukan pemuda yang berakhlak mulia, sehat, tangguh, cerdas, mandiri, dan profesional;
d. bahwa untuk membangun pemuda, diperlukan pelayanan kepemudaan dalam dimensi pembangunan di segala bidang kehidupan bermasyarakat, berbangsa, dan bernegara berdasarkan Pancasila dan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945;
e. bahwa berdasarkan pertimbangan sebagaimana dimaksud dalam huruf a, huruf b, huruf c, dan huruf d, perlu membentuk Undang-Undang tentang Kepemudaan.

Considering:
a. that in the history of the struggle of the Indonesian nation since the pioneering Indonesian nationalist movement, the youth play an active role as the spearhead in delivering the nation and state of Indonesia as independent, united, and sovereign;
b. that in the renewal and development of the nation, the youth has a function and a very strategic role that needs to be developed and the potential role through awareness, empowerment, and development as part of national development;
c. that to realize the goals of national development, it is necessary that noble youth be healthy, strong, intelligent, independent, and professional;
d. that to build youth, the youth ministry required the development dimension in all areas of society, nation, and state based on Pancasila and the Constitution of the Republic of Indonesia Year 1945;
e. that based on the considerations set forth in paragraphs a, b, c, and d, it is necessary to form the Law on Youth.
