El Pla Jove de les Illes Balears és fonamenta en el convenciment que:
a) Cal un impuls nou per a la política de joves i per renovar les concepcions tradicionals. Hi ha realitats noves que requereixen una renovació del discurs i de les polítiques. En aquest sentit, les polítiques positives o afirmatives de drets són una primera passa.
b) S'ha de superar l'etapa dels plans integrals i considerar la necessitat d'avançar cap a
l'elaboració de plans estratègics, en els quals es defineixin línies d’actuació, responsabilitats, terminis, pressupostos, etc.
c) Els plans s'han de poder avaluar clarament; per això han de tenir objectius avaluables i han de fixar els indicadors d’avaluació, els pressupostos, els terminis, les comissions de seguiment, etc.
d) Els plans han d'apuntar les necessitats de desplegament normatiu.
e) L'anàlisi de la realitat i l'avaluació de les actuacions han de permetre desenvolupar una política cada vegada més ajustada a les demandes i les necessitats i cada vegada de més qualitat.

The Youth Plan of the Balearic Islands is based on the conviction that:
