Establecer el marco de actuación de las políticas para la juventud de las administraciones públicas de la Región de Murcia, determinando una ordenación de los servicios y actividades, promovidas y organizadas por personas físicas y jurídicas, públicas y privadas, en el ámbito de la Comunidad Autónoma de la Región de Murcia, que tengan por destinataria a la población joven, con el fin de obtener un efectivo desarrollo y protección de sus derechos, promover la igualdad de oportunidades, la formación y cualificación, así como impulsar su participación libre y eficaz en el desarrollo político, social, económico y cultural de la Región de Murcia y generar las condiciones que posibiliten su emancipación.
