The aim of this strategy is to ensure that by 2016 all children and young people in Northern Ireland are fulfilling their potential. The Government wants those who are doing well to continue to do well; however, there is evidence that despite significant investment by government over many years, there is insufficient progress being made to improve the lives of our most marginalised and disadvantaged children and young people. Some of that evidence is present in the statistics throughout this document. The key challenge is to ensure that this strategy delivers for all children and young people. Where targeted interventions are needed to remove or narrow the gaps for particular groups of children and young people, they must be available. The overall pledge is to deliver on a shared vision for all children and young people over the next ten years. Success will be measured by improved outcomes in key areas of our children and young people’s lives.
