It is essential that the country initiates a social policy to go together with the economic programmes being implemented. In view of this development, coupled with the need to respect the human rights of all Zambians (especially the youth), the government now attaches much importance to the formulation of humane policies and programmes to safeguard the welfare of the vulnerable groups.
