The plan is structured in nine strategic targets: To promote effective social inclusion through activation of employment to the most vulnerable, activation from Social Services to promote social integration, activation of education throughout the lifespan, promote political services of housing, health care system, enhance coordination and inter and multi-system cooperation, recognize and enhance the experience of the Third Sector, analyze and conduct studies and reports for strategic planning and innovation and adapt the existing regulatory framework in order to manage and facilitate the processes of active inclusion.
