Zielsetzung dieses Bundesgesetzes ist die Förderung von Maßnahmen der außerschulischen Jugenderziehung und Jugendarbeit, insbesondere zur Förderung der Entwicklung der geistigen, psychi- schen, körperlichen, sozialen, politischen, religiösen und ethischen Kompetenzen von Kindern und Jugendlichen.
