La presente ley reconoce las particularidades de las y los jóvenes ecuatorianos y la necesidad de establecer mecanismos complementarios a los ya existentes en el sistema jurídico, que promuevan el goce y ejercicio efectivo de sus derechos y garanticen el cumplimiento de los deberes y obligaciones.
