Con este documento base buscamos establecer un mecanismo de interlocución entre el Estado y la sociedad civil, entre las aspiraciones de los jóvenes y la necesidad de trabajar en el sentido de recoger y satisfacer sus demandas. En términos concretos, queremos que el PENJ constituya una suerte de “Acuerdo Nacional” para las juventudes del país: una ruta clara sobre los pasos que debemos seguir para implementar estrategias en favor de los y las jóvenes.In this paper we seek to establish a mechanism basis for dialogue between the state and civil society, between the aspirations of young people and the need to work towards meet their demands. Specifically, a kind of "National Agreement" is sought for the youths of the country: a clear roadmap of the steps we must take to implement strategies for young people.
