Šā likuma mērķis ir atjaunot vēsturisko taisnīgumu un to personu godu un cieņu, kuras laika posmā no 1940.gada 17.jūnija līdz 1991.gada 21.augustam bez tiesas nolēmuma nepamatoti — par savu politisko pārliecību, par politisko darbību, par pretošanos totalitārajiem režīmiem, par reliģiskajiem uzskatiem, par rases vai nacionālo piederību, par piederību pie noteiktas sabiedrības šķiras — ievietotas Latvijas vai PSRS psihiatriskajās ārstniecības iestādēs (arī ārstniecības iestāžu psihiatriskajās nodaļās), kā arī likvidēt šīm personām radītās nelabvēlīgās tiesiskās sekas (turpmāk — personas statusa atjaunošana).

The purpose of this Law is to reestablish the historical truth and dignity of persons, who in the period between 17th of June 1940 to 21st of August 1991, unjustly, without a court order – for their political beliefs, political activities, resistance to totalitarian regime, religious beliefs, racial or nationality or to certain social strata – were put in Latvian and USSR psychiatric institutions (and psychiatric departments of other healthcare institutions).
