Um die Kommunen bei der Entwicklung entsprechender Seniorenpolitischer Gesamtkonzepte zu unterstützen, hat das Sozialministerium gemeinsam mit den Kommunalen Spitzenverbänden und dem Institut Arbeitsgruppe für Sozialplanung und Altersforschung (AfA) die vorliegenden Eckpunkte für die Landkreise und kreisfreien Städte sowie einen Leitfaden für die kreisangehörigen Städte und Gemeinden zur Umsetzung zukunftsorientierter kommunaler Seniorenpolitik entwickelt. Aus Sicht der beteiligten Akteure haben sich elf Handlungsfelder herauskristallisiert, die bei der Erstellung Seniorenpolitischer Gesamtkonzepte besonders relevant erscheinen:

To support local authorities of counties and cities to develop future-oriented policy concepts for elderly people, the Ministry of social affairs in collaboration with municipal umbrella organizations has created these guidelines.
