Настоящий Закон основывается на Конституции Республики Беларусь, Конвенции Организации Объединенных Наций о правах ребенка 1989 года, определяет правовой статус ребенка как самостоятельного субъекта и направлен на обеспечение его физического, нравственного и духовного здоровья, формирование национального самосознания на основе общечеловеческих ценностей мировой цивилизации. Особая забота и социальная защита гарантируются детям с особенностями психофизического развития, а также детям, временно либо постоянно лишенным своего семейного окружения или оказавшимся в других неблагоприятных условиях и чрезвычайных ситуациях.
