Настоящий Закон основывается на Конституции Республики Беларусь, Конвенции Организации Объединенных Наций о правах ребенка 1989 года, определяет правовой статус ребенка как самостоятельного субъекта и направлен на обеспечение его физического, нравственного и духовного здоровья, формирование национального самосознания на основе общечеловеческих ценностей мировой цивилизации.
