A presente lei estabelece as bases do Serviço Nacional de Saúde, incluindo a definição de acções e serviços de saúde, executados isolada ou conjuntamente, com caracter permanente ou eventual, por pessoas naturais ou jurídicas de direito público ou privado, tendo em vista a promoção e protecção da saúde, a prevenção o tratamento e a reabilitação da doença.
