Description

The goal of this policy is to improve accessibility to all rehabilitation services in order to facilitate the realisation of every citizen’s constitutional right to have access to health care services. This policy should also serve as a vehicle to bring about equalisation of opportunities and to enhance human rights for persons with disabilities, thereby addressing issues of poverty and disparate socio-economic circumstances. Persons with disabilities are among the poorest of the poor, and are often sidelined to the fringes of society. A person’s ability to pay for services should therefore not be a prerequisite for him/her to access services.
