El manual de habilitación de establecimientos proveedores de servicios de salud fue publicado en el 2008. Tiene como objetivo establecer un Sistema de Garantía de la Calidad, que consiste en un proceso de evaluación mediante el cual el Ministerio de Salud otorga licencia de apertura y funcionamiento a todo establecimiento de salud que sea evaluado y cumpla con los requisitos mininos que se exigen para su perfil de atención.
