La Secretaría de Salubridad y Asistencia, autorizar, desde el punto de vista sanitario, la construcción, reconstrucción o modificación total o parcial, de edificios públicos o particulares, cuando se cumplan los requisitos que establece este reglamento y los que establecen los reglamentos específicos, según el giro o uso a que se destine o pretende destinar el edificio.
