This evaluation report considers whether Australia has continued to pursue and make progress implementing the objectives of the National Mental Health Strategy, and whether, in the last five years, Australia has made satisfactory progress implementing the three additional priority themes identified in the Second National Mental Health Plan.
The report summarizes information from a variety of sources regarding progress under the Second Plan by drawing on four main sources of information: international commentary provided part-way through the Second Plan by Professor Virginia Betts and Professor Graham Thornicroft; national community consultations undertaken by the Mental Health Council of Australia and Auseinet; the National Mental Health Report 2002; and a review of mental health in the Australian Health Care Agreements undertaken by an expert Reference Group.
