Het Ontwikkelingsplan 2012-2016 moet gezien worden als de beschrijving van het transformatieproces dat Suriname moet doormaken teneinde een zodanigeinrichting van de samenleving te bewerkstelligen dat elke Surinamer: jong en oud, klein en groot, vrouw en man van welke religieuze overtuiging dan ook, zonder onderscheid in ras en kleur, een kans heeft, indien daar uit eigener beweging voor gekozen wordt, zich te ontplooien ter verbetering van de eigen toekomst en daarmee van de toekomst van
Suriname. Het oogmerk van dit ontwikkelingsplan is, het welzijn van alle Surinamers in de
ruimste zin des woords, te bevorderen, zodat iedereen op eigen kracht optimaal kan deelnemen aan het maatschappelijk verkeer.
